District Collector M Karunagaran on Friday suspended a government employee for negligence in hoisting the national flag at the collectorate campus. Officials said that N Subramanian, a guard who recently joined was given the responsibility of hoisting the flag. On Friday, Subramanian reportedly hoisted the national flag upside down, unaware that he had made a huge blunder. As information regarding this spread quickly, officials intervened and hoisted the flag in the proper manner. However it is said that the flag was upside down for more than an hour. On information, the district collector suspended him from service for negligence.
he Prevention of Insults to National Honour (Amendment ) Act, 2003 has declared that 'intentionally displaying the Indian National Flag with the "saffron" down' is a disrespect to the flag. Even though in this case the employee did this act unintentionally, the collector took disciplinary action for his gross negligence. The Act enforces minimum penalty only on second or subsequent offence.
